Applied visitor visa to attend training

Greetings.

Please advise on the following:

1. I applied for a visitor visa to attend training, the application was online. The training starts in less than 3 weeks time. I applied to a High Commission office where the VAC office is in another road but in same country. And I am based in another country where we have no VAC.
The immigration at the Canada High Comm office returned the application all the way to my country and asked to send to VAC office which was in the same country as the High Comm office. The VAC and High Comm office are in same country. Isnt it normal to transfer the application from High Comm office to VAC office than returning them to my country and asking me to resend. This costs and time as this was Nov 2015 and documents only returned less than a week ago, so I applied online, last week, hoping it can be processed in time.

2. I have since applied online. Is there any consideration that CIC will look at the time training is scheduled to start and process my application so that I can send my passport for visa to be stamped in good time and enable me travel before the training starts?

3. What happens once an online application is approved and CIC then requests me to submit passport to Nairobi or Dar. Do I pay more fees to VAC or I am only expected to pay postage fees for my passport and return of passport?

4. Last week, 2 days after I submitted online application I got an email saying - your application has been updated, when I logged in there was no update. How is this so.

Processing office is decided by CIC based on many factors. It can be sent anywhere in the world.

No.

3. What happens once an online application is approved and CIC then requests me to submit passport to Nairobi or Dar. Do I pay more fees to VAC or I am only expected to pay postage fees for my passport and return of passport?

You will have to ask this to the VAC. VACs are third parties with their own rules and fees.

VACs do not stamp passports.

Stamping takes from 2 to 4 business days. Add to that mailing time and VAC processing.

On average, what is the processing time for CIC over time. I know the time varies, but what is the average - shortest time and longest time ever recorded say in last 2 years. I think its important for people to know what the average turn around time is.

I checked on website for processing time, paper applications for Dar as salaam, there is no time indicated on website.

Also for online applications - not even estimated time is indicated. Nairobi is showing 9 days, Pretoria is 30 days for online but nothing for Tanzania.

Does CIC work during festive period - example this year 21 - 24 dec and 28 - 31 dec 2015? Just good to know for planing purpose. or teh close and open after new year?
