Applied from US but visitor visa application is being processed in New Delhi.

I am on visitor visa in US. I am an Indian citizen. I plan to take a tour for Canada from Calgary. I applied online for Canada's Temporary Resident Visa from US. I specified my current residence as India's home address and my mail address's US address. I thought I did it correctly, not knowing that it will trigger visa application to be processed in New Delhi.

Here is my application timeline. No update yet on approval/rejection of application

Application Date: March 5th
Biometrics Captured: March 8th (USA)
Application Acknowledgment from Canada's office in Delhi: March 20th
Biometrics Approval Letter: March 26th

Few questions:
1. Is it normal for application to be processed in different country than the country from where you are applying? How long, on average, does the process take from the time biometrics approval letter is sent out?
2. If my current application is approved, will I have option to dispatch my passport to the nearest VFS office for stamping?
3. If I withdraw my current application and resubmit the application with current residence as USA on visitor visa. Does anyone know how long it takes for application to be withdrawn once the withdrawn request is sent?

Any response on either of questions is highly appreciated.

Online applications can be processed by any visa office in the IRCC global visa network.

2. If my current application is approved, will I have option to dispatch my passport to the nearest VFS office for stamping?
Yes

You have incorrectly stated your current residence as an India address. You should have given your US residence address.

You can email + send a web form to your nearest visa office (NY/LA) to inform them about this error

Thanks for the response. I did submit the web form about the error to New Delhi office but no response. As you suggested, I should sent the web form to LA office.
