Applied for Citizenship from Niagara Falls and RQ at St. Clair!!!

Hi all,
I am just wondering if someone has similar situation as mine. I applied for Citizenship from Niagara Falls on Aug,2012 and I got RQ on Dec,2012 which I requested to forwarded after completing it to Niagara Falls office. Since then I didn't hear anything from CIC regarding my application.
I called CIC call center today to check if there is any update regarding my application and the agent replied back ''We have received you RQ back and its under review at St.Clair office''!!! So when I asked him regarding that and my office located at Niagara Falls, he confirmed that but he stated that RQ normally used to be reviewed by St.Clair office.
I am surprised with this new information as keeping all applicants with RQ at one office for review will definitely cause huge delays in all applications with RQs.
Any similar case as mine guys in this forum?

I called Cic today and they told me that there is new project at st.clair office for reviewing RQ thats mean extra delay for my application before sending back to niagara falls office.
Cic are having new project on us while keeping all of us suffering
Its real mess.. I hope this government will wake up one day and realize all the mess they caused and how it will reflect in all their coming election..
