Yes but they will fill up the quota for the highly skilled NOCs. It's all about the quota not the number of NOCs allowed in.
Most of their temporary permits are being converted to permanent ones taking up the places meant for highly skilled, permanent residence applicants.

Many people who are still expecting some form of response may have to wait till next year before they get their visas.

Once this years quota is filled up, that it is. This is why it seems people applying from New Delhi, Manilla etc seem to be getting more visas from say people from the UK.

The temporary residents, converting to permanent, are considered to be coming from Britain hence the reduction in visas from London and also the delay for Buffalo applicants due to more applicants.

The only odd case is Accra. Well, not too odd though. They really don't want blacks.

The problem here is not the average Canadian, but the conservative government and those fringe Canadians, generally of British ancestry, who will do anything to keep Canada under Britain.

The equivalent is Britain opening its doors to immigrants from the EU but not immigrants from the rest of the world.

Most Europeans are white, while most Non Europeans are not.

Most people who want to emigrate are not white and even if they were, most of them don't fall into the highly skilled sectors which include doctors, dentists, architects etc. Which is why the new criteria is set up to give better opportunities to professions which don't require a university education most of which are filled by whites.

The other option is temporary work route which is open to people from mainly white countries.

I think it has more to do with the fact that highly educated whites mostly do quite well within their own countries so they have no need to emigrate.

On the other hand, highly educated people from the developing world don't get value for their education so they are forced to migrate.

It's just the ugly way the world spins.

Spot on @ Advance123, especially about the UK. There is always the perception that migrants( mostly Asian and African) take British jobs. This make me cringe! Dig deep and you will understand it all has to do with work ethics.
One advice though is to conscientize ourselves that racism is rife everywhere, but shouldn't use that as an excuse in our quest to advance wherever we are. We need to go the extra mile to be at par with the average White Canadian. Good luck to everyone....Mandie

Advance even if they do immigrate there is a big difference between us and them. We have to prove ourselves but they are already proven.
