At the second page of ECAS, after logging in, CIC has provided the following 3 categories to assist in understanding the wordings provided under “Permanent Residence Application Status”
• Application for Permanent Residence Outside Canada
• Application for Permanent Residence in Canada
• Application for Permanent Residence - Federal skilled Worker submitted to Sydney, Nova Scotia
It is only at the 3rd option, where the application is submitted to NS, that the sequence
“Application Received -> Centralized Intake Office Sydney (CIO-S) - Eligibility Review Complete - > Received by Visa Office -> Visa Office - Eligibility Review Complete -> In Process -> Decision Made -> Complete” is mentioned. As for the other 2, the sequence is
“In Process -> Decision Made -> Complete”
Unless someone from the July and August 2010 batch, has something other than “In Process”, I would be inclined believe that their file is already at their respective VOs. I have included early September 2010, solely on the basis of Nursemich’s case. Of course, I would also agree that Nursemich's may be an exception. Its also quite hard to believe that the only files to reach the VO are those to Manila, and that everything else are at standstill!
As to how fast it progress at the respective VOs, its anybodies guess; but definitely it would not be at the order of its receipt at CIO - which explains Nursemich's case.
