If the actual results database is held in the UK (fairly sure it is for all candidates since their main HQ is in Cambridge in England) then those results are subject to the Data Protection Act (1998). This act states that any personal data held about you on a computer system must be disclosed on request. I think they are allowed to charge an admin fee up to a certain maximum value, but they're not allowed to refuse to give you the data in writing if you request it.
If IELTS are refusing to provide copy results, IMO they may well be in breach of UK law. Therefore if anyone has any trouble obtaining copy results, certainly the words "Data Protection Act" may be worth mentioning
