Application withdrawl question

Do I have to wait for CIC Sydney to send my file to visa office to withdraw my application ? Wll visa office have to wait until they receive my file to make the withdrawl official ? Please advise.

I would like to add something with this question.
Will I get refund if I cancel my application to CIC now?
And will i get refund if I cancel after it has been send to visa office?
The reason for this is I am not sure whether I will be able to provide full English strength.
Any help is appreciated

If you withdraw application before e-cas status changes to " IN PROCESS " you will get full refund. If e-cas shows " IN PROCESS " then its too late, you dont.

roger55, but why would u like to withdraw it? by this yr mostly all cases will conclude with visas.

I have just applied last week.
But now I feel that I wont be able to provide proof of Excellent English. I need to get married for points.
So I want to withdraw and apply later.
So now where should I write to?
To visa office Buffalo or the main Canada office where I send my first papers?
I guess I can apply later when I am ready with most points.
And till now they have not charged me. If I cancel now, I guess they will refund me or they wont charge my credit card?
Should I wait till the main office send the documents to visa office?
