I have applied to Canada PR and my application is still pending at CIO. Now, I would like to withdraw my application. How should I go about doing so.

If your case is approved then it will be transfered to the local visa office and you can write to the local visa office that you would like to withdraw your file. If not approved from CIO then you will get your processing fee back withing 4 - 8 weeks this is what they ay but it takes 3 - 6 months.

Since they did not cashed my draft can just cancel or stop the bank draft?

Not Sent Full application and well within 120 days to apply to CIC Buffalo USA.
