Application withdrawal at usa port of entry effect on canadian PR

Hello friends, I have a CRS score of 475 and i am expecting ITA this wednesday.

However, I am concerned about my Application withdrawal at usa port of entry and its effect on canadian PR application. I was asked to withdraw my application for entering into the USA and the immigration officer specifically told me that it is a civil offense and not a criminal one so i just need to reapply for american visa, get the stamping done and then i can re-enter usa.

Also, i applied for FBI PCC and i see an arrest record on the pcc document. There was no arrest of any kind at the POE ,i was just asked to go to another room where an officer asked me couple of questions regarding my previous visa status.I called FBI customer service in this regard and they said that they have nothing to do with it and the only reason its showing on the record is because some organization(CBP in this case) has sent this record to them.

Please advise about my case and let me know how it is going to effect my application.

You need to answer 'yes' to 'have you ever been refused entry to any country....etc' in your application and explain like you did above in an LOE. Don't think it will have any impact unless it's a criminal offense.

It shouldn't have any impact on your application. Just answer yes to one of the statutory questions and provide an explanation in the space given. You should be fine.

Those charges (or violations to be more exact) appear on your FBI summary check because NCIC database contains a file on immigration violations in addition to criminal charges. This file is used by different U.S. agencies to identify suspects who were previously deported and are illegally present in the U.S. and to identify inadmissible aliens who may attempt to re-enter the U.S. under a different alias. They appear on FBI summary check because that document is intended to reveal any record retained in FBI's databases that is linked to your fingerprint or bio, such data doesn't necessarily mean it is criminal data.
