Application still in processing

Hi friends. My wife invite me she is student in Canada. I applied visitor visa on16 October Canadian embassy in Delhi my passport had dispatched on Nov 7 I collect my passport there is no visa and no any reason . about reject . they send me small paper there written the important information has been sent to email or check your application status in mycic . no email they send me . when I check my status my application in website my application still in process . what does it mean any body knows . plz

anyone can help me with my question please..... my status changed in just one week from processed and now showing that your application has been dispached to canada visa application center...is it positive sign of aproval visa ?
