Application sent back twice for incorrect info

Hi all,

I'm struggling to identify why CIC have an issue with both mine and my wife's citizenship online applications (submitted separately).

We submitted in August & then in October we received the 'Missing information' email. So I logged in and the issue they have is with Language Proof and Personal identifications (IDs). After really not figuring out what it was they had an issue with (because the 'error' is unhelpful) I re-uploaded my IELTS certificate that I had from my PR, and proof of ID and hoped for the best.

Yesterday I had yet another 'Missing Information' email for the same reason. I honestly do not know what's wrong with my IELTS certificate. Its the exact same one as used on my PR and according to their own website, it is fine to re-submit for citizenship.

1) Any idea why CIC are rejecting my IELTS certificate even though on the application, I select IELTS and then upload a jpg image scan of it (the scan is as clear as can-be)?

2) In my wife's case, she didn't need to do IELTS for our PR as secondary applicant, so for her I uploaded her UK University degree (which was undertaken in English) and also her GCSE (high school grades) certificate highlighting the fact that English as a subject was also listed with a B grade. I also added an extra doc as a 'Letter of Explanation' explaining the above. So what more can I do here?

3) What forms of ID are acceptable? I uploaded my drivers licence (front and back) + my UK passport photo page - declined twice at this point. For my wife, I uploaded her PR card and health card (front and back), also declined twice. Although her OHIP card is in her maiden name but I don't see why that's an issue given earlier in application I state her 'other names' listing her maiden name.

Any help would be much appreciated since CIC's errors are the most unhelpful making it difficult to determine what it is they actually have a problem with.
