All,
My application was received at CIC-Sydney, NS on Mar 5th, 2013 but unfortunately they sent back my application on Mar 25th (received today) saying the application is missing Page 3 of background form for myself and my spouse however page 3 is there on both sets. The only thing I did was I printed back to back. What is interesting here is when the person verifying the applications can see page 2 which is also backside of page 1 how come he/she can miss page 3 switching to Page 4 and also went through my entire application, put the seals on many pages. Any ways bad luck I have to resubmit now and join the April group.

Now the question is -
Since the rest of the forms are verified, do I fill and print the schedule/background forms single sided and send them? Or I need all forms reprinted? They neither mentioned I need all fresh forms nor just attach only the missing form
The exact words are 'All 4 pages are required, missing page 3'

They ticked main fields in all forms, signatures, opened CELPIP results, seal on all forms as well.

I would say go ahead and print all forms again single sided.

Doesn't matter if they have verified/sealed few forms, they have to verify your documents again.

Hi,

Something similar also happened to me.
I did not reprint all of the other sections, although I did notice that someone had gone through my application and put 'tick' with red pen. I assume this was someone checking that all other requirements were met (signature, nothing missing) etc.

The only page I reprinted was section 1, because this had a big red stamp on it. I didnt reprint anything else, I didnt see the need to.

It's just so frustrating that the one checking is sometimes incompetent and unfortunately you were affected. Sorry to hear that.
I got the same experience, my application was returned because they were looking for my son's Singapore Passport when in fact he is not Singaporean. He was just born there but retained my citizenship.

I also noticed that they already put red marks on all the forms, with validation and crossing out some information as required (like they cross out my youngest son who is a Canadian citizen because he was born here and I had to write him as a member of the family).

So, I did not change any of the forms. I returned everything as is (with all those red marks). And then I just put a post-it note. I also wrote a cover letter on top of the application explaining to them. So maybe you can do the same, write a cover letter stating that you did not miss it and it was in the submitted form (if only you can put a remark that they are incompetent and not really looking through the form ..but don't say that because it's unprofessional so keep it to yourself).

I re-submitted mine and I got my AOR recently, which means they accepted my explanation without changing or redoing the forms.

Excellent! Thanks Hope4MapleLeaf and Chia.

I will better reprint just that one form single sided because like many people I made a mistake on one of the options in the background form, this will let me correct that as well. I wanted to correct that when I get my AOR but due to the way they had checked its returned to me. I lost a month but that's ok.

Just reprint the forms that have asked for. DO not print the whole application again as they do not need it. If they have already tick marked on various sections of your application then you do not need to print the entire application again.
Happened to my friend and he spoke to 2 cic agents who said not to print the entire form if the processing officer has already tick marked few of the components.
So yea just the incorrect ones need to be re-done and re-printed.

I did not include this with mine.
I dont believe this is neccessary.
As long as you have made the relevant corrections.

No, you don't need to repay as the payment was not taken when CIC returns application. It's included in their letter where they stated ..."As your application does not meet the requirements of Regulation (10) of IRPA, it is incomplete. It is being returned to you for this reason. Your application fee was not processed and is also being returned to you."
