Application returned by CIC, re-submitted, do I need to wait all over again?

The question is simple, will my application be put back to where it was or do I need to wait from the beginning all over again?

Had been waiting for 3 months before it was returned...
I did not attach the returned application notice sheet with my second application.

Any comment here?
