Application retured, need help!!

Hello guys,

I have sent my application for PR under provincial Nominee program to Sydney, Nova Scotia at the beginning of November 2013. However, my credit card got blocked in December so CIC today returned my application.

In the explanation letter, it is mentioned "As your application does not meet the requirements of R 10 of IRPA, it is incomplete.Your application fee was not processed and is also being returned to you. Your application has not been received, and or no record has been retained."
What is this regulation 10 of the IRPA?

All of the documents and application forms I sent have a hole on top left (the one you do to put in file folder). Is it okay if I use those in my new application (birth certificate translation, police certificate, etc). I can't reproduce the originals. Do you think it would be fine if I submit it with that? Do I need to fill in new forms?

I am very worried. I need your help and guidance guys. Thanks

But if you paid your fee by CC then it should process it then and there. If you paid it online then I would assume that the system on the website itself tells you that the transaction went through or did not. Did you send the CC details on an application ? When you pay fee online through credit card it generates a receipt automatically and you can always attach the receipt along with your application. Try Bank Draft next time if you think that CC might give you problems again or just pay the fee online. Don't worry, if you have nomination, then submit again asap. Just make sure that you submit it before the expiry of your Nomination certificate.
