Application Rejected Because of Incomplete

I have got a message today that :

Your application is rejected for being incomplete and therefore, was not put into processing.- Copy of passport/travel documents for "name" not included. Fathers passport uploaded instead.

Can i raise a web form or i need to reapply? They have asked me to submit a new express entry profile though.

You can try to submit a webform with a reconsideration request and the missing document.

Since the application was incomplete and correctly refused, chances are that IRCC will not reconsider your application. In that case you'll need to create a new EE profile, wait for ITA again and start the application process from scratch.
