Application Pack returned due to payment declined by bank

Hi All,
I will need your candid advice on an issue that I am currently encountering. I applied for the FSW programme for last year and submitted my pack in November 2013. I just got the whole pack back with a letter from CIC that my bank declined the payment but if I want to resubmit, I should send back the whole application pack with the letter they wrote to me.
at thee beginning of this year, the bank I use had technical issues that affected all the people that bank with them in that you could not make payments or withdraw money from the cash machine. This issue was reported then and it got resolved though I did not know that it was also at the same period that CIC wanted to withdraw the money for the FSW.
I wrote a letter to CIC to that effect and advised them that the issue has been resolved and the amount they needed is in the account.
Please advise if I am on track or if there is more I need to do.
NB: On the application pack, a UCI no has been issued to me and I referenced it on the letter I wrote to them.

1. The forms have probably changed since you applied, so you have to use new updated forms.

I used the current forms as I finished the application November and posted it to Canada. It was returned just last week though I was given a UCI. Just sent it back to them with explanation on why the payment was declined and assured them that the technical issue has been resolved.
