Application Opening date for Electronics Engineer in 2014?

Dear Friends,
I am preparing all documents to apply for immigration this year.I am in middle of completion of documents.By Profession, I am an Electronics Engineer.
I have following two questions.

1.Whats the closest expected date to apply for immigration this year?I supposed its 3rd May?Need a detailed answer.

2.Electronics Engineer is not in existing NOC list.Which date they issue a new NOC list?I guess May?

It's not yet known if there will be a 2014 FSW intake. The EOI scheme is due to start in January 2015, so they may decide to finish all the existing applications first and not take in new applications.
