Application moved to New Delhi?

Indian brother added additional documents to visitor visa application after submitted and received 2 seperate emails. One from CIC Canada and the second from CIC New Delhi? Why did they send it to New Delhi and will this mean it will take longer to process or will it be more likely denied again?
