There are three routes to apply under AINP:
The first category:
Candidates (foreign workers) with a permanent, full-time job offer from an Alberta Employer who intend to live and work in Alberta permanently.
You qualify for this if you have a permanent, full-time job offer from their Alberta Employer in a skilled occupation (NOC 0, A, B); if you recently graduated from a Canadian post-secondary institution and have a permanent, full-time job offer from their Alberta Employer in a NOCkill-level 0, A, B or C occupation; and finally, if you have a permanent, full-time job offer from an Alberta Employer in a semi-skilled occupation (NOC C or D) that is eligible under the AINP.
The second category is if you a valid trade certificate in a Compulsory or Optional Trade in Alberta issued or recognized by Alberta Apprenticeship and Industry Training (AIT), or have credentials as an engineer, designer or drafter and Alberta work experience.
Finally, if you can demonstrate you a self employed farmer (I assume this one does not apply to you).
To answer your question, no, based on what we have, it does not seem like it is possible to apply under AINP if you do not have either employment or an offer of employment from an Alberta company, under specifically recognized categories.
