Application for tourust VISA for my mom

This might be a silly question but I thought I ask it anyway.

My mom is coming to US on 16th May 2014. I would like to get a multiple entry tourist VISA for her. She plans to visit her cousins sometime on her trip to US. Also a multiple entry will help if she comes the next time to US. Mom is on a valid B1 visitor USA with 8 years remaining, holding an Indian passport. She is not working as of now. I am in the US on a work VISA.
Is it possible to apply with my finances and only an invitation letter from her cousin in Canada? The reason I am asking is cause I do not want to ask financial information from her cousin.

Also considering the time frame should I do it in Mumbai or do it when she reaches here in the US?

Better to apply in Mumbai. But I am not sure if she could be able to get it till May 16. You may apply in USA. Just keep in mind it could take some time to get visa.

Provide VO with YOUR financial support of your mum. Write a letter explaining the situation (to visit cousin for a short period of time and that you support your mum in her trip to cousen - with proof of funds)
