Application for FSW from inside canada

Hi guys,

Can someone that enter canada as temporary worker with TFW and working apply for FSW from inside canada.
If I have contract for permanent job position and I am working in that positions does it count as a arranged offer of employment so the caps of 300 does not apply?
Or it is better to wait to work for a year and then to apply for CEC.
