My wife just returned to Canada via US border with an expired PR card, and she received a departure order as she has not met the RO. She is told to appeal for the decision within 30 days or comply with the order and give up her PR status. After 1 week back here in Canada, she has got an offer for a good job in Ontario (annual salary above 100K) from the subsidiary of her previous work in Asia. She wants to appeal to keep her permanent residency, works here and lives here permanently. However, she has to return for the last time to Asia to close everything before she can start the job on July 1, 2017 here. She may have to be out again for about 1.5 months. I and our kids live here in Canada. Is it OK for her to return one more time after appealing and apply for new PR card?

An appeal can take a significant amount of time to process (read years). Aside from that, she won't be able to renew her PR card until they make their determination. She can apply for a temporary PR card while she waits, although I am not sure at what point in the appeal process she can apply. Processing times for PR cards are currently shown as 66 days, so if she leaves before she gets one, she will once again have to try to enter Canada without one or apply for a PRTD.

Yes, she is in Canada and has filed the appeal in person in 74 Victoria St, Toronto. Her appeal paper has got stamped.
