Appealing a permanent residence refusal

My application was refused for not submitting a LMO. I had already submitted a valid LMO (skill type a) and it had been delivered a week before the refusal, I have proof of delivery.

What are my options?

Where can I find the information for the program manager for CPP - Ottawa?

I emailed them at OttPilot-Immigration@cic.gc.ca immediately with evidence that I had submitted the documentation (deliver reports/certificates). I haven't heard back anything yet.

I tried looking up how to contact the program manager but could not find the contact information.
