How long does it take mostly in a decision ,incase i file an appeal regarding residency Obligation,if i have not completed 2 years inside Canada after becoming a permanent resident

And your appeal will be based on what? RO is pretty straight forward. Either you meet it or you don’t, unless there are other compelling factors.

You should probably plan for 2 years. Depends on how straightforward your case is or if they feel it can be dealt with quickly.

Appeal for issuance of travel documents to return to Canada to join my family

As explained above, it can take 1-2 years for CIC to make a decision. If you decide to appeal, make sure you have strong H&C reasons for having remained outside of Canada and have evidence to back up these H&C claims (employment / financial reasons generally aren't accepted under H&C). If your spouse is in Canada and meets RO, the better option may be to give up your PR status (not appeal) and have your spouse sponsor you for PR.
