Appeal IEC Working Holiday Visa Decision

Hello,

Ill give a bit of background info:

- Received a successful Working Holiday Visa in 2010 - Entered Canada and visa was therefore activated however due to personal issues at home I left Canada after a couple of weeks. I never seemed out employment or worked at all in Canada during this time.

- Applied again in 2014 and received and IEC Working Holiday Visa - Entered Canada in July 2014 and worked there, returning to the UK in August 2015.

- The rules have changed quite a lot with IEC, the main one being that British citizens can now receive a 2 year IEC Working Holiday visa. The CIC website now states that if you have had one visa prior to 2015 you can now apply for a 2 year visa. Anymore than 2 applications means you are no longer eligible to apply. In the past information from CIC stated applications made through a third party didnt count towards the total number of allowed participations. My first application was through Bunac.

I also feel that my first Working Holiday Visa although activated was not used.

Are there any possible steps I could take?

Already answered elsewhere once you have a POE letter without landing or have actually landed that counts as a participation. So you have participated the maximum 2 times.
