AOR2 vs filing being sent to new Vo

I noticed on the tracker there is a distinction between aor2 and being moved to the Vo office . How do you know the difference between the two ?do you receive an email when being sent and another email once recieved ?

Letter about Moved received sponsor, PA received that VO received and MAYBE start work with file (AOR2) but sometime PA don`t received AOR2 (rarely)
And in ECAS change status for PA from In process to Application Received (people say that it`s mean AOR2)
