What could be a reason, why some people get AOR late compared to others, as AOR is just acknowledgement of application. Do they do any special assessment or they do security check up in the beginning?

What could be a reason, why some people get AOR late compared to others, as AOR is just acknowledgement of application. Do they do any special assessment or they do security check up in the beginning?

People who get AORs earlier have their packages opened earlier and vice versa. There is no special assessment or security check. Only the package and forms are checked for completeness.
