AOR without employer's letter mentioning duties

Hi,
I have seen many people mentioning in the forum that employer's letter mentioning duties is mandatory.
But I also know a few guys who got AOR without submitting this letter.
Doesn't receiving an AOR mean that documents are in order(and nothing is missing)?

On the other hand, I have seen cases here where applications have been rejected based on discrepancies in the employer's letter.

So, I am not sure what does my first case here mean? Even after receiving the AOR, can they reject an application saying that the employer's letter mentioning duties was not submitted?

Yes they may. Here is what I think :

First AOR is received from CIO who are the first checkpoint.

Once you clear this hurdle, there are high chance that you may not have any issues down the road.

Second comes VO who again verifies your file (second checkpoint) I believe he can override the first pass and reject if he/she finds that the requirements are not met. if this happens you fall in the category of late rejection.
