They haven't but it'll sort of depend on the applicant. Once someone gets an ITA they have 60 days to submit their documents. Depending on when they submit will determine when CIC can start checking it.
They want to have PR applications completed within 6 months from when docs are submitted so they should be doing them fairly quick.
