AOR in December end, file is still in Ottawa

I received my AOR in December end, few days back I checked with CPC Ottawa, they still have my file with them and they haven't sent it to NDVO. I don't understand this..people who applied after me have already got PPR.

Only thing which, I think, might have caused this is an "agent", there are so many immigration firms running and they might have some influence over this process. What you guys think about this?

Is there anybody who has applied in December by himself/herself and got the PPR or at least their case was transferred to LVO?

Which stream are you exactly?
Did you put all PCC, or did you put some comments in LOE, where you are still waiting for one of them (you have only sent them application).
Is your medical passed? Did they request any additional tests there?
Did they asked for more details about your travelling history?
Did you answer yes to any of those questions about your immigration past (rejected visa or application)?

As you can see there are several different factors that can delay your application.

I am FSW outland ..everything is in there.. PCC/Certificate from FBI..medicals passed on 8th January, no additional tests required, I pasted copies of my US visa in LOE.. I was never rejected for a visa, over to that I paid my RPRF upfront !!

Then that FBI PCC alone can be the reason. Yes, you have submitted it, but they might have decided to do some additional checks there and you are hold in the CIO still.
Other explanation is, if you have your information from simple mail or phone call, the person on the phone just citated you the first visa Office, that he sees in your application.
Even if that can already be secondary VO and your file might be transfered.
In order to be sure check in GCMS notes.

I am FSW outland, though i applied Jan. 31 , i was told my file is processed in ottawa.

I have a feeling , some files are not moved to lvo, due to heavy workload at the lvo. As such, the processing is done at other visa offices . That could be your case, I suspect it is the same case with mine.
