anyone who applied in Alberta and used Healthcare card for one of the personal identification ?

I was wondering if it is okay to send a copy of my Alberta Healthcare card since it does not have a photo on it and its just a piece of paper.

I only have 1 valid passports, 4 expired and no other identification.. I have applied for the Identification card but it has not came to me for over a month now and I want to apply for the citizenship now.

Any ideas?
