Study permits depend on so much so it is impossible to compare your application to another person’s. Yes it is possible to be denied a study permit when you already have PAL for a variety of reasons.

yes, me too, and my cousin too. it happened on 19 Feb around because I checked many people were refused that day. in my cousin's case even they did not check medical and give refusal on the same day on the biometrics end. I wonder if there is problem in their system maybe?

we need to know for every one this happened at that time.

What were reasons for refusal? Program? No problem if not eligible by showing funds, justify costs, ties to return etc.
