Anyone receiving frustrating, non-sensical reponses to CSE?

Wondering if it's just me or if IRCC got even worse than worst, at replying to so-called "case specific"(NOT!) enquiries submitted via their Webform.

So, there's this enquiry in regards to an already withdrawn pr card replacement application which according to ECAS was finalized, even got fee refunded etc. However, there was one line in ECAS saying some letter was mailed during the process. Did not got anything posted in over a month. So then, there goes a CSE to them, asking what that letter was about.. no make sure nothing important was missed.

Their reply however, has nothing to do with the enquiry, makes no sense and causes only more confusion and frustration. They just reply "a note has been added to your file to advise the responsible office of your request to withdraw your application". What?!?!?!?!?! The enquiry had no request of any kind !! Just asked about that correspondence.

How stunningly horrifying of a job must *some*(most?) brainless people "working" for IRCC do....

Can they actually mess-up/sabotage existing applications that were successfully withdrawn and file closed, afterwards? Can they be that kind of crazy?

BTW: what do these "notes to your file" actually mean? could they simply not even see the file is actually done with long time ago? anyone knows?
