Normally agancies charge employer to provide talent but some do charge candidates. however it should be after the job has been offered and normally is part of first month salary .....u should not pay an agency before u get the job. If an employer hires an agent (or recruiter) the employer pays the agent/recruiter.
Agents/recruiters who charge employees to find them a job, is illegal.
