Anyone know that if NY consulate still accept PP for visa stamp

Original passport for an application submitted online was requested. Anyone know that if NY consulate still accept PP for visa stamp that I can submit to? I live in wast coast in San Francisco? I send to Canadian Los Angelas Consulate but was returned back and asked to send to VAC instead and I have to pay for some VAC fees to some place but has to mail pp to another place, which is annoying.

Yes they do.
Send it by USPS Express Service. Also include a self addressed USPS Express service envelope. It takes 1 week to 10 days to get it back.
