Anyone got ECA from CES

Hi

I have applied to CES for ECA. They received all documents on 03/06/2014.To date, I have not received anything from them. I had sent them email, but they just give me standard reply.

Anyone received ECA from CES?

Are CES's policies are stringent as those of WES, ICAS ?

In my case;

(1) I completed my bachelors from Institute/University of South Asia, Lahore between 2003-2004 when it was chartered through NOC from HEC
(2) Institute/University of South Asia, Lahore became an autonomous/chartered University in July 2005.
(3) I completed my masters from the same between 2004-2006

Although my documents are stamped/attested by HEC;

(a) WES doesn't have my University in its list of accepted Universities from Pakistan
(b) ICAS says I graduated before my University became chartered, so they won't do ECA for my session. They don't recognize my institution of study's charter based on NOC from HEC for the time between 2003-2004. They only recognize the sessions that continued or started after July 2005

CES is the only option I have left. I need to know if CES's policies are flexible enough to accommodate my session, which is 1 year prior to my university getting chartered.
