I thought the online classes without a study permit was for fall 2020 students only with a permission from IRCC,think you should ask admissions officer at Georgebrown college so that you get a clear answer from them and also ask if the health insurance refund thing applies to you as well

Yes, got reply from them they said we can start the study. But I further checked on IRCC twitter handle and found IRCC considering Online class whether in home country or in Canada as Distance Learning for Immigration Point claim unless its face to face in class room.
