Anyone ever had issues creating a new EE profile after declining ITA?

Hi all,

Am curious to know if other people have received ineligibility status even after completing the coming to Canada tool, receiving a personal reference code, meeting all requirements for EE and still the system says ineligible.
Please advise on how you were able to solve this issue or if it was CIC technical error on their site.
