Mmm i did applied online from Mexico city, i applied on 11th March and got Passport rquest on 10th April.
I sent my Passport on 15th april and got it back on 28th April.

My timeline:

Type: Study permit (PhD)
Visa Office......: Bogotá
Application: July 24th.
Med's Request: Aug. 10th
Med's Done....: Aug. 14th
Vissa aproved mail: Aug. 20th.
