You can go with judicial review but it will take time and money. Just re-apply again and explain the mistakes made with a formal language (don't blame) in your SOP.

1st time he did mistake in nationality and refused.
2nd time i raised his mistakes and prepared a strong SOP through consultant and this time also he refused and did mistake in my parents sponsorship and he knows that my parents are deceased.

Judicial review will favor me and hw much it will cost anyone in this thread face same issues as i as the V.O is doing mistake everytime so can i have a strong file or case to win the S.P

You need to hire an immigration lawyer. I don't know the exact cost so dependents on the lawyer I guess.

In gcms letter it shows I wll not leave Canada and my home tors though I showed them property more than 500k CAD
If it's true that you're not in compliance with immigration regulations and leaving Canada at the end of your temporary stay, then you did not meet the requirements of the study permit and were correctly refused.

i think you should get an immigration lawyer in canada to handle your case. it is obvious visa officer did not look at your finances and reasons for studying or coming to canada . he also did not look at your nationality . definitely have a lawyer write to them immediately and you will see that they will ask for a settlement outside court . better still instead of paying new application fees you can send a strongly worded email to their offices london, ottawa and the one handling your application and hear their response before proceeding. you can email me for more help
