Hi Sorry,
I think by now you should be talking of getting a visa i.e you have already received admission.If you thinking of applying now for FALL 2011 obviously you are very late for september intake considering the visa application process and how it delays.Maybe Spring 2012

If you already got admission under SPP program for sept 2011 then apply for the visa, you may get it in two months time.

If anybody applies earlier then S/He can get visa pretty fast (CHC New Delhi).

I applied as a general candidate, with no study loan, and no pre-medical, and was able to get the visa in less than 2 weeks time.

I applied in May when the number of application filed might have been very less.
