If rules change, do you think those who have got first AOR and waiting to send full docs to CHC would affect. I mean in case the NOC is removed from the list.

As I remember, last time when they changed the rules they did some thing similar. Correct me if I am wrong.

No effect on old applicants, even when NOC is removed from the list. Rules are changed prospectively and can never change retrospectively. Any change - restrospectively is ultravires and bound to be struck down by courts.

Yes i also believes that it wont harm to ongoing applicant at whatever phases they are....Look forward to any analytic views on the change in new rules from the seniors..

Actually not quite right. If you read the Immigration Regulations regarding Skilled Workers, Sections 75 and 76, you will note the following paragraph at the end.

"77. For the purposes of Part 5, the requirements and criteria set out in sections 75 and 76 must be met at the time an application for a permanent resident visa is made as well as at the time the visa is issued.

So if the Government changed the criteria and the Visa hasn't been issued, then they could retroactively refuse to issue a visa. It hasn't been done, yet but that section is still their if the Gov't wishes to use it.
