Any suggestion on refusal and planning to reapply need guidance and suggest

Guy my visa application got refused on 17th I have applied on July 24th for September intake and the reason for refusal is,

"My proposed study is not reasonable in light any one or more of this my qualification, previous studies, employment, level of establishment, language ability or future prospects and plans."

I have applied for PG Certificate in Business Management from Sault College, which is 1yr. My Previous studies are B.Com and Ielts 6.0 with no less than 5.5. Sault college state that visa officer might felt that courses that I have studied previously might be more similar which I was applying now (cause the course subject includes are same subjects). And I'm having experience as HR more than 5+yrs. The college now suggest another course PR and Event Management which is similar to my study.

Can any one suggest me more details in refusal and If I have to reapply what are the precautions I should take.

And also is there any deadline for applying student visa or is it based on the admission letter joining date.

Sorry to hear about your refusal. Order CAIPS notes online and see the exact reasons of refusal in these notes. Address these reasons by writing a strong and convincing letter to the visa officer in your next attempt. First thing is to get CAIPS notes (electronic notes of visa officer which he entered in computer while assessing your application). It takes approximately 4 weeks to get these notes.
