Any other ways to invite Fiance to Canada?

I am a PR in Canada, my Fiance(not PR) is out of country. We know each other for more than 3 years. I plan to invite her to Canada through tourist visa.

Then we plan to get married here in Canada then immediately apply for her work permit and Permanent residency.

Is this a good plan? If not, what are the other ways to invite her legally.

Our goal is to get married and live together in Canada.

That's a good plan, but her TRV approval is the most challenging part.
1. If we include all her background ties in the application (place of work, bank account, etc) , will that still be a problem?

2. And.. if we go through tourist visa route, should i tell her to include me in the application (as a fiance or someone you know/ sponsoring the trip (i will handle the travel cost)?) , Or just dont mention my name and our future interests anywhere in the application?

Thank you

1. It's usually a certain profile that's more likely to be approved for a TRV, and that is to prove that the applicant's visit to Canada will be a short stay by showing substantial ties to one's home country. So it really depends on what kind of work, how much she has in her bank account.
That also means she has to show she can afford the trip on her own.

2. Catch-22. Even if she doesn't mention you in the application, the VO will assume that she will want to stay in Canada with a partner. If she does mention you, then the VO knows your plan.
No easy answer here, but it's best to err on the side of the truth.

This is why a TRV is the most challenging part in your plan.

She needs to show that she can support any travel and accommodation herself even if you will paying. TRVs are dependent on the applicant not the person in Canada. If they realize you are engaged it will be harder to get a TRV.

So the best bet is just to ignore my name and have her apply for tourist visa on her own. (no letter of invitation)

That's the lesser evil, I guess. She'll have to have a compelling reason to visit Canada and strong ties outside of Canada (job, financial assets, travel history) to be approved.
