Employer doesn't help with PCC.
You can apply through Embassy if you are living abroad.

No, you can't, at least not the High Commission/Embassy in Canada or USA (the HC in Canberra Australia appears to do it, though). You certainly and and should contact them - I recommend doing it in writing, such as by email - so that you have a record of the embassy's response, just in case you do not succeed with the PCC.

This was a nightmare for me 5-6 years ago. Hope it is better now. One idea is to contact a lawyer/legal service. That way you don't subject a friend/colleague to the "process."

I realize that, neither am I. I had to (try to) get one for Bangladesh even though I hadn't been there for 20 years. I still had one former colleague willing to try and help, but it did not go well, dragged out for over two years, and I would not recommend this unless you had a friend in high places.

That's why I suggested looking for a legal service or lawyer. If I can google "Chittagong lawyer" I am certain you can too.

Alternatively - Try contacting your embassy in Dhaka. It is not their job to get a PCC for you, but they might have some useful information or tips. For example, the US Embassy in Dhaka has a list of lawyers -

In my case, I kept contacting the embassy until someone there took pity and on their own intiative (and time) did me a huge, huge favour. I am not suggesting that will work for you. But you might get some good info or advice.

Don't ignore the importance of contacting the High Commission in Ottawa. In the worst-case scenario, if you cannot get the PCC, you will have to make a plea for an exception, and you will have to document and provide proof that you tried everything (short of getting on a plane to Bangladesh). I had to ask for an exception for a different country ...
