Any inland COPR cancelled if the person is not in Canada ?

There have been recent examples of this being done, yes, since you need to be in Canada to receive the COPR.
 
Any idea about the new outland COPR ? once they cancel inland COPR , can we come back to Canada with the outland COPR once received ?
 
I got my COPR on hold due to no being physically in Canada. They just sent me an email “wait until restrictions are lifted and come back to Canada to continue your process” thats all.

I sent a webform (1 month ago) still waiting for answers. There are not “outland COPR” the only process remaining here is a PPR and a stamp visa but for this you need an email to send your passport from Immigration Canada.- For pandemic they are not issuing any visa right now.
