While creating the job bank and making it accessible to the EE applicants is responsibility of CIC, posting jobs is not in it's control. CIC is negotiating with employers to participate in the job bank and select candidates. But ofcourse, you can imagine tha employers are not motivate to enroll in this process which would be pretty time consuming. So a prediction on when job bank will become functional is difficult. It all depends on when CIC and employers come into agreement. So keep watching.
