No disadvantage, you can get ITA again.

I heard a story regarding an Indian couple who received ITA with 430 score, they declined it and thought they will get another one soon but unfortunately crs cutoff kept increasing and never came below 433.
ITA is precious for many. Don't decline it just write here your reasons I am sure someone will give you correct opinion.
Anyway if you decline ITA you will be placed in the pool again and will be considered immediately for the next draw.
