Any CEC Outlanders with ITA ? Please share your time line

I am a CEC Outlander from India
AOR : Mar 1st
Med Passed : Mar 24
BG In Progress : Mar 24
I have few questions
1 : Though I am CEC category applicant I filed my app from India , so what would be my Visa Issuing Office ?
2 : My BG changed to in-progress since March 24th - its been a Month and there are no updates since then, just wondering whats going on with my app
Can anyone through some light.
