Yes - my husband received the RQ in 2014 and is taking the oath this weekend. His approximate timelines:

Dec 2013 - Application submitted
Sept 2014 - RQ received during document verification at Scarborough*
Nov 2014 - RQ submitted
Dec 20th 2014 - Oath

* Note that my husband didn't have to take the test due to his age.
